Governor Josh Stein has ordered all U.S. and North Carolina flags at state facilities to be lowered to half-staff, effective immediately. This order honors former NC First Lady Dottie Martin, who passed away on September 28 at the age of 89. Flags will remain lowered until sunset on Monday, October 5, in commemoration of her life and service.

Mrs. Martin served as North Carolina's First Lady from 1985 to 1993, alongside her husband, former Governor James G. Martin. During her tenure, she utilized her platform to champion several significant initiatives impacting the state.

Governor Stein issued a statement acknowledging Mrs. Martin’s dedication to public service. He highlighted her focused efforts on protecting young people from critical societal challenges, specifically citing her work against sexual violence and alcohol and drug misuse. Additionally, Governor Stein recognized Mrs. Martin's role in the beautification of North Carolina. He specifically mentioned her instrumental involvement in establishing the roadside wildflower program, an initiative that brought natural beauty to the state's highways.

In his statement, Governor Stein remarked, “If you’ve ever admired the wildflowers along North Carolina’s roadways, say a word of thanks to Dottie for championing this work.” He also conveyed that he and Anna are keeping Governor Martin and their children in their prayers during this time of mourning, expressing hope that Dottie’s memory would be a blessing.

Beyond her advocacy for youth protection and substance abuse prevention, Mrs. Martin was a key figure in the creation of the roadside wildflower program under the NC Department of Transportation. This program became a distinctive and cherished aspect of the state’s landscape, enhancing its natural aesthetic for residents and visitors alike.

Her commitment to education and community welfare was also evident through her affiliations. Dottie Martin was a Life Member of the Board of Trustees at Queens University of Charlotte, an institution she also attended. Furthermore, she served as a Trustee of Barium Springs Orphanage, demonstrating her sustained dedication to supporting children and fostering community well-being.

Funeral services for Mrs. Martin are scheduled to take place at Davidson College Presbyterian Church on Saturday, October 3, at two o’clock in the afternoon. A reception will follow immediately after the service at the nearby E. Craig Wall, Jr. Academic Center. For those wishing to pay their respects, visitation will be held on Friday evening, from six until eight o’clock, at Cavin-Cook Funeral Home in Mooresville.

While the Governor's directive mandates the lowering of flags at state facilities, individuals, businesses, schools, municipalities, counties, and other government subdivisions across North Carolina are also encouraged to participate in this tribute by flying flags at half-staff for the duration specified. This practice aligns with North Carolina flag announcements, which are issued in accordance with regulations outlined in the U.S. Flag Code.
